For Pre-license education (PLE) providers

A PLE provider offers insurance education for potential insurance licensees. A PLE provider must be approved by the OIC before offering pre-license insurance education. PLE providers can request approval to offer: life, disability, property, casualty and personal lines courses.

Become a PLE provider

To obtain authorization as a PLE provider the following items must be submitted in an electronic format, such as an email with attachment or on a CD:

1.  PLE provider application form (Word, 34KB)

2.  PLE program director application form (Word, 28KB)

    An applicant for director must be:

    • Experienced: five years teaching and knowledge of insurance products, principals, laws and rules.
    • Trustworthy: as defined in WAC 284-17-535(1)(3).
    • Competent: must hold a Washington producer license in good standing and possess the appropriate scholastic or professional credentials acceptable to the commissioner.

If the program director will teach courses, the instructor requirements also apply - they must hold a producer license with the same lines of authority he or she proposes to teach.

3.  PLE instructor application form (Word, 29KB) (for lecture courses or self-study courses with video presentation)

    Applicant for instructor must be:

    • Experienced: three years as a producer or three years of teaching/supervising insurance courses
    • Trustworthy: as defined in WAC 284-17-537(1)(b).
    • Competent: must hold a producer license with the same lines of authority he or she proposes to teach or have the appropriate scholastic or professional credentials equivalent to an insurance license.

4.  PLE course application form (Word, 26KB)

    • Five types of courses: life, disability (health), property, casualty and personal lines.
    • Lecture courses must be presented in Washington.
    • Self-study courses may be by correspondence or online.
    • Students must study at least 20 hours per course and complete the curriculum. The curriculum is described in the Washington Insurance Licensing Candidate Handbook (PDF, 915KB). See each exam content outline.
    • Each course should cover the single-line exam content outlines.  We will not approve a course based on any of the combination exam content outlines.

5.  Copies of course materials

    • Detailed topic outline with a cross-reference to the examination content outline printed in the Licensing Handbook.
    • Copy of the entire text book

PLE provider renewal

Providers must renew their authority every 12 months. Our office will mail a provider renewal letter with questions and a current list of approved instructors. The provider must answer the questions, sign the letter, indicate any instructor changes and return the letter to the OIC at least seven (calendar) days prior to the expiration date. 

Renewal notices are mailed to the provider approximately 40 days prior to the expiration date.

Instructors may be cancelled yearly on your renewal notice but new instructors must be approved before they can teach a course.

Renewal letters should be returned to the OIC via fax, email or mail to the attention of, "Education Analyst".

Add additional instructor(s)

Instructors must be approved before they can offer a lecture course. If you would like to have a new PLE instructor approved you will need to submit an instructor application (Word, 28KB) to the attention of, "Education Analyst", via fax, email or mail.

Fees

OIC does not charge fees for approving PLE providers, program directors, PLE instructors or PLE courses.

Exam pass/fail ratio report

This report shows pass rates of license candidates who have completed an insurance exam. Statistics are indicated for PLE providers and their instructors. Contact our education analyst to request a copy of this report.

Rosters

PLE providers are required to submit a roster to the OIC each month with a list of students who successfully completed their PLE courses.

The roster must include:

  • Name of provider
  • Month of report
  • Name of each student
  • Course each student completed
  • Date each student completed course
  • Indication of lecture or self-study

Rosters are due on the 15th of the month following the month in which the candidate completed the PLE course.

Rosters must be submitted via email to our education analyst.
