S2405 Essential worker health benefits

Description

The purpose of this RFP is to solicit responses from individuals or Vendors interested in preparing a feasibility analysis and report on options to enhance health care coverage for essential workers whose employers receive significant public funding to provide direct services to vulnerable populations, such as behavioral health service providers, long term services and supports providers, childcare providers, and housing and homelessness service providers.

Minimum qualifications include:

  • 24 months of responsibilities substantially the same as, or very similar to, the Scope of Work 
  •  Contractor must be or employ health economists or other individuals with expertise necessary to complete modeling of potential costs and benefits of various mechanisms to provide health care coverage 
  • Ability to work with a diverse group of public agencies and interested organizations that include service providers, health carriers, essential workers and representatives of essential workers.  
  • Ability to convey complex economic and technical information, and significant outcomes to a lay audience. 
  • If proposing actuarial analysis, Contractor must be, employ, or subcontract health insurance actuaries who are members of the American Academy of Actuaries and Society of Actuaries and meet the qualification standard to complete the scope of work stated in this RFP.
