- Applicants domiciled outside the U.S. submit form CR-F for property and casualty insurers (content.naic.org) and Form CR-S for life and health insurers. Please refer to the instructions for completing Form CR-F and instructions for completing Form CR-S.

Reciprocal jurisdiction reinsurers application process
Reciprocal jurisdiction reinsurers should follow these instructions to apply in Washington state:
- Complete the Uniform Checklist for Reciprocal Jurisdiction Reinsurers (PDF, 310.11 KB). Reinsurers seeking a passporting state (Washington state) and certification application by the NAIC Mutual Recognition of Jurisdictions (E) Working Group should file and complete Section 1 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers. All other reinsurers that completed the NAIC passporting process should file and complete Section 2 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers.
- Complete the Form RJ-1, Certificate of Reinsurer Domiciled in Reciprocal Jurisdiction (PDF, 1.40 MB).
- Send your completed forms to the Company Supervision Division at the Office of the Insurance Commissioner. Please select "Company applications" as the category when you send your message.

Renewal application requirements for maintaining your reinsurer status
Accredited reinsurers, certified reinsurers, trusteed alien reinsurers and reciprocal jurisdiction reinsurers must follow the corresponding instructions to maintain reinsurer status in Washington state.
Accredited reinsurers
Applicants that initially filed for accreditation reinsurer recognition in the State of Washington must submit, annually, a completed full Application Checklist for Accredited or Trusteed Alien Reinsurers. All necessary exhibits must be received by the Office of the Insurance Commissioner no later than the anniversary date of the initial filing.
Certified reinsurers
Based on section WAC 284-13-539, a reinsurer must meet, annually, applicable information-filing requirements to maintain certified reinsurer status.
Applicants that initially filed for certified passport status must submit, annually, a completed Uniform Application Checklist for Certified Reinsurers. All necessary exhibits and fees must be received by the OIC no later than July 1.
Applicants that initially filed for NAIC certification, to be reviewed by ReFAWG, with the State of Washington as the port of entry must submit, annually, a completed Uniform Application Checklist for Certified Reinsurers. All necessary exhibits must be received by the OIC no later than 15 months from the date of the initial filing.
Trusteed alien reinsurers
Applicants that initially filed for trusteed alien reinsurer recognition in the state of Washington must submit, annually, a completed full Application Checklist for Trusteed Alien Reinsurers. All necessary exhibits must be received by the Office of the Insurance Commissioner no later than the anniversary date of the initial filing.
Reciprocal jurisdiction reinsurers
Applicants that obtained reciprocal jurisdiction reinsurer recognition in the state of Washington must submit annually all necessary renewal application documentation 90 days before the existing registration expiration date. Renewal fees are paid through completion of premium tax report due March 1 of each year.
