S2407 Ground Ambulance Services Organizations

Description

The purpose of this RFP is to solicit responses from individuals or Vendors interested in participating on a project to provide actuarial analysis of the cost, potential cost savings, and total net costs or savings of covering services provided by a Ground Ambulance Services Organization (GASO) when a ground ambulance is dispatched to the scene of an emergency and the person receives treatment, but is not transported to a hospital or behavioral health emergency facility. This work will be done in consultation with the Health Care Authority (HCA) and other interested organizations.  

Minimum qualifications include:

  • 36 months of responsibilities substantially the same as, or very similar to, the Scope of Work 
  • Contractor must be or employ health economists or other individuals with expertise necessary to complete modeling of potential costs and benefits of various mechanisms to provide health care coverage 
  • Project team leadership by an individual with at least three (3) years of commercial health insurance rate development or rate review and/or research experience in evaluating health plan cost factors and rating factors. 
  • Ability to convey complex actuarial and technical information, and significant outcomes to a lay audience. Ability to work on tight timelines while delivering a quality product for OIC. 
  • Contractor must be or employ health insurance actuaries who are members of the American Academy of Actuaries and Society of Actuaries and meet the qualification standard to complete the scope of work stated in this RFP.
