S2501 Market Conduct Continuum Activities

Description

The purpose of this RFP is to solicit responses from individuals or Vendors interested in participating on a project to improve access to reproductive and maternal health care services for fully insured health plan enrollees through health insurance market conduct continuum activities.

Minimum qualifications include:

  • 24 months of responsibilities substantially the same as, or very similar to, the Scope of Work 
  • Contractor must propose that staff that will be necessary to complete the work described in section 1.2 above, including a designated lead market conduct examiner for the project.  
  • The proposed Market Conduct Examiner must have a bachelor's degree in business administration, public administration, insurance administration, or related field; AND meet at least ONE of the following criteria: 
    • At least two (2) years of professional work experience for Carriers, Health Care Service Contractors (HCSC), a Health Maintenance Organizations (HMO), or Administrators in a related field such as claims, underwriting, regulatory compliance or internal audit; OR 
    • At least two (2) years experience of professional work experience with a state insurance regulator conducting Continuum of Market Analysis actions or Market Conduct Examination activities. 
  • Expertise in or experience with federal and state reproductive and maternal health services, and experience with ACA Section 2713 preventive services.
