New rules
Under RCW 48.43.537, all entities acting as IROs in Washington state need to register and certify through our online portal.
How to register
First, you need a current business license from the Department of Revenue. Then you can register as an IRO through our online portal.
Once we approve your registration, your main contact will receive an email notice. An analyst will review your submission and may send you comments or questions.
Using a remote online notary
You can send documents notarized by a remote online notary who:
- Is authorized in Washington
- Uses audio or video for identification
- Notarizes documents with tamper-evident technologies
The notary stamp needs to be a digital image that looks like a traditional notary stamp. It also needs to show the notarization happened remotely.
Application and attestation forms
You can submit the following required documents and other documents through our online portal:
- IRO application for certification (PDF 891.53KB)
- IRO attestation for annual recertification (PDF 885.50KB)
Registration and renewal fee
Registration and renewals are free.
For questions about registering as an IRO, contact our Company Supervision Division.
