Fraternal benefit societies

Fraternal benefit societies are non-profit organizations that offer insurance and other benefits to their members. They are based on shared interests and values, such as religion or profession, and are often organized into local chapters. These can include trade unions and credit unions and organizations such as the Kiwanis.

Life settlement providers

A life settlement provider buys a policyholder’s life insurance policy, usually for less than the policy’s face value. The policyholders are often terminally ill and need the money for medication or treatment. The companies provide an early payout to the policyholder, assume the premium payments, and collect the face value of the policy upon the policyholder’s death.

Attestation for health care transparency

The transparency tools are designed to provide members with tools to make informed decisions based on cost, quality, and patient experiences.

Each year, issuers must file an attestation form with our office, declaring that the issuer’s tools comply with the requirements in RCW 48.43.007.

Form requirements for multiple lines of business

Issuers must use one form per NAIC Company Code, showing multiple lines of business. Issuers are NOT allowed to submit by NAIC Group Code.

Filing due date

An issuer must complete and submit the attestation of transparency form to the our office by February 1st each year.

The form must include:

  • Name of issuer.
  • NAIC company code.
  • Name of the person completing the attestation form.
  • The title of the person completing the attestation form.
  • The lines of business covered by the attestation form.

Company registration and renewal for reinsurance intermediaries

Reinsurance intermediaries solicit, negotiate or place reinsurance cessions or retrocessions on behalf of a ceding insurer. In Washington, reinsurance intermediaries are classified as either brokers or managers. 

Reinsurance intermediary brokers act on behalf of the ceding insurer but don’t have any authority or power to bind reinsurance. 

Reinsurance intermediary managers can be a person, a firm, association or a corporation with authority to bind or manage all or part of the reinsurance business on behalf of a reinsurer. 

Before you apply

If you are applying as a reinsurance intermediary broker or manager, it is your responsibility to understand RCW 48.94 and WAC 284-13 and other applicable statutes.

Brokers

If you have an office in Washington, you need to register with our office. 

If you have an office in another state, you need to register with our office unless you are licensed in another state that has substantially similar regulations.

Managers

If you are a Washington domestic reinsurer, you need to be registered as a reinsurance intermediary-manager. 

If you are a foreign reinsurer, you need to be registered as a reinsurance intermediary-manager, unless you are licensed in another state that has substantially similar regulations. 

If you don’t have an office in Washington, you need to be a licensed Reinsurance Intermediary-Manager before you can provide intermediary-manager services. 

How to apply

  1. Complete the reinsurance intermediary application packet (PDF 234.50KB). Make sure you check the box for broker or manager. Include a completed service of process form (PDF 802.93KB)
  2. Print your completed application and have it signed by an authorized officer and notarized.
  3. Combine the application, supplemental documents and any cover letter into a single PDF document.
  4. Attach your PDF and submit your application via email.
  5. Submit your application fee ($50 for brokers, $100 for managers) to one of our mailing addresses:

After you apply

Applications are assigned to our analysts in the order they're received. Once assigned, an analyst will reach out to the contact listed in question 9 in your application. If there's someone else who should be contacted, be sure to include their contact information in your application.  

If you meet all requirements and any errors in your application are resolved within 15 business days, we'll issue your license by email.  

How to renew

Licenses expire one year from the issue date unless renewed. You can renew your license by paying a renewal fee before the expiration date:

  • Broker renewal fee is $50
  • Manager renewal fee is $100

There are no annual reports, but you must report any changes to the information provided with your application within 15 business days of the material change. See WAC 284-13-715 for complete details.
